The game immerses players in a totalitarian state where every facet of life is under strict surveillance. The legal framework is oppressive, privacy is abolished, and the state monitors its citizens relentlessly. You assume the role of a manager appointed by the regime to oversee an apartment building—initially to ensure tenant satisfaction and smooth operation. However, beneath this facade lies your true duty: to serve as an informant and enforcer for the state.

Your tasks include covertly spying on tenants, planting bugs in their apartments when they are absent, searching their belongings for evidence that could threaten the regime's authority, and creating profiles for each individual. Reporting suspicious behavior or potential dissenters can lead to severe consequences for your tenants. The game emphasizes the weight of each decision, prompting players to ask themselves how they will use the information they gather—whether to report, conceal, or manipulate it.

Beholder excels in presenting morally ambiguous choices that influence the narrative's direction. For example, you might face the dilemma of whether to orphan children by reporting their father’s activities or give him a chance to rectify his actions by withholding critical information. Alternatively, blackmail may be employed as a means to secure desperately needed resources for your family.

The game mechanics revolve around impactful decision-making, with each choice shaping multiple possible endings. Characters are richly developed; their personalities and histories add depth to the moral complexities presented. No decision is trivial—players are challenged to consider if invading someone's privacy is justified or if they should treat their subjects with empathy or suspicion.

Additionally, Beholder offers an expansion titled “Blissful Sleep,” expanding its narrative universe with new stories including characters such as Hector, the ex-landlord turned victim; lawbreakers seeking redemption; loyal citizens risking everything for the State; and others facing heartbreaking losses. Players are encouraged to explore these narratives within the broader context of service to the regime.
